RALEIGH, N.C., Oct. 5, 2011 /PRNewswire/ — As part of Mental Illness Awareness Week, the National Alliance on Mental Illness (NAMI) North Carolina today urged Congress to reject cuts to Medicare and Medicaid that could jeopardize the health of millions of North Carolinians living with mental illness.

The Congressional Joint Select Committee on Deficit Reduction, or “supercommittee,”—created by the recently passed federal debt ceiling legislation—is charged with recommending an additional $ 1.2 trillion in deficit cuts by November 23. All health care programs are potentially at risk for cuts, and Medicaid and Medicare may be prime targets.

“Mental Illness Awareness Week takes on a special significance this year as Congress debates spending cuts that could hurt millions of North Carolinians living with mental illness,” said Deby Dihoff, Executive Director of NAMI North Carolina. “Medicare and Medicaid make it possible for many people to get the essential treatments and medications they need. If the supercommittee recommends deep cuts to Medicare and Medicaid, we will be putting our most vulnerable citizens at risk.”

“There is no doubt that we need to reduce federal spending, but disenfranchising the elderly and underprivileged won’t solve the deficit crisis,” continued Dihoff. “Medicare and Medicaid provide preventative care by allowing patients to avoid more serious, and costly, conditions. Medicare Part D, for example, annually reduces federal spending by $ 12 billion by giving elderly Americans access to medications that keep them out of the emergency room. Without Medicare Part D, many seniors would have to forego their prescriptions altogether—resulting in a greater burden on taxpayers for reactive healthcare.”

NAMI and 25 other national advocacy groups sent a letter to members of the congressional supercommittee. The letter urges members to protect Medicare—specifically the prescription drug benefit known as Part D—as they look for ways to reduce federal spending before the November deadline.

Medicare Part D gives more than 29 million Americans access to prescription drugs at prices they can afford. Before the creation of Medicare Part D in 2006, many treatments were too expensive for as much as a third of the elderly population.  A recent Harvard Medical School study published in the Journal of the American Medical Association found that the improved access to medications under Medicare Part D actually saves Medicare $ 12 billion each year. According to the study, Part D has reduced other healthcare expenses—especially costly inpatient care—by about 10 percent per patient. While other healthcare costs continue to increase dramatically, Medicare Part D actually reduces health care expenditures.

Question by Mohammed Smith: What is a good content management system to set up an article directory?
I’m looking for an open source content management system to build an article directory like Ezines or GoArticles. I’m very familiar with WordPress, but it doesn’t seem like that would be a good platform. It would have to be a system where users could register, submit articles and manage their accounts. Maybe some sort of plugin for Joomla?

For some, it means high-level summary statements about the direction of technology. For others, it consists of a tactical set of plans around a major application suite, such as an integrated enterprise resource planning application. These limited views represent the conventional wisdom across most industries and within most organizations. They have little or nothing to offer when it comes to creating and sustaining true alignment (let alone synchronization or convergence) of business and technology.

Business strategy must start at the top, with the board of directors, executive committee and office of the CIO being the key stakeholders. Without this level of involvement, management teams are far more likely to experience business technology-related failures, and then to focus more on the symptoms than on the root cause. When you hear that “technology just doesn’t understand the needs of the business” or “they don’t deliver” or “what they’re giving us we don’t need,” you’re seeing symptoms of an organization without a business-driven technology strategy.

Question by Ken: Opening a business and wondering what types of expenses I can write off?
I am opening an online business for website design. (set up as a LLC, I’m the sole owner) Should I start keeping receipts of all business related expenses? Or would my business qualify as a hobby if I don’t make a certain amount of money in the year that I’m filing.

What types of things can I write off onto my business? (dinners, gasoline, etc.) Do I need a seperate business credit card/bank account for the expenses?

Do I have to accept payments towards the business’s services through a corporate account, or can they make the check/payment directly to me?

Best thing to do is to hire an accountant that knows alot in the subject of opening a business. They have all the info you need to start up your business properly. Another thing is to invest in quickbooks; with very little effort you will be able to handle all of your record keeping tasks.

Question by Marcello: What do people in MLM use to assess the business opportunity financially?
Being that all MLMers tell you its a business, I am wondering what business principals are used to assess the opportunity from a financial point of view.

For instance, last year I bought an apartment building and my investigation of whether it was a good financial opportunity consisted of looking at the gross and net incomes for the prior 3 years (verifying income and expenses) , looking at the market rents and occupancy rates, and calculating the average sales prices (on a per unit base) over the past 6-12 months within a 1 mile radius. All that information was used in my financial assessment of the deal and to help me decide whether it was worthwhile.

Looking at financial statements is key in buying any business, but I have never heard of this in MLM. Other than statements made at a meeting or from their sponsor, what financial criteria is being used to decide whether the MLM “business opportunity” makes sense financially and is it ever verified?

What exactly did you verify? That the plan would pay a particular compensation percentage? So, you are telling me your upline number’s, someone who is supposedly making money running this MLM business, was of no interest to you?

MLM’s make 90% of their money through turn-over. Constantly repeating a cycle of recruiting, training, selling and quitting.

Most people will join, sell what they can to friends and family, then quit.

It’s only an opportunity for those willing to recruit and train. Problem is, once you realize you are selling overpriced crap to your friends and family, most people won’t be able to recruit anyone if they don’t believe in the product they are selling.

Bottom line, MLM’s are tough for most people to make any real money at, unless you stick through it long enough to recruit lots of people below you, where you make money on their sales.

And of course no one wants to show you their books or really look at hard figures, because it’s all pie in the sky.

Question by camilla.pierry: How to apply a content management system to a website made in Dreamweaver?
Hello,

I’ve recently put together a simple website (designed in photoshop/ sliced/ dreamweaver) for a local charity, but am unsure how to help them update their site and upload pictures themselves.

I’ve heard of content management systems but have no idea how they work, which one to go for or how to apply them to my designs. Does it have to be designed in a certain way, or built in to the original?

Any help would be much appreciated

I had been using both Joomla and Mambo CMS. If you had already designed it on dreamweaver it only needs some small tweaks on your code.. Put all your images in a single folder, all css files in a single folder then you have to create an XML file which lists down all your files with there respective location (images, CSS, HTML, PHP, etc)..

General manager, operations, Azman Hasim said the agency expected the number of people attending its debt counselling and debt management programmes to stabilise this year.

The number of people seeking its counselling surged in 2009 and 2008 due to the global financial crisis.

“More people now are becoming aware of the importance of financial literacy.

“Since its inception about five years ago, the agency has educated the public on the importance of sound financial planning and management and this has, to a certain extent, improved the debt situation among the people,” he told a briefing in conjunction with the agency’s first “Power! Pengurusan Wang Ringgit Anda” roadshow here.

The agency is a wholly-owned subsidiary of Bank Negara set up to provide counselling and debt management to help individuals take control of their financial situation.

To date, 140,462 individuals have attended its counselling sessions. Of those, 52,947 also attended its debt management programmes, which are provided to those who, after being counselled, are still unable to manage their debts.

According to Azman, through the 52,947 individuals, the agency has assisted in the restructuring of loans worth RM5bil.

Last year, the number of people seeking its counselling totalled 30,010, of which 15,603 also attended its debt management programmes, compared with 36,848 and 16,184 respectively in 2009.

In 2008, the figure was higher, with 41,447 attending its counselling, of which 11,958 went through debt management programmes.

Malaysia recorded RM577bil in household debt as at November 2010, accounting for about 50% of total loans and 74% of gross domestic product.

Bank Negara governor Tan Sri Dr Zeti Akhtar Aziz recently said the current household debt was seen as prudent and not a concern because the bad loans were still low and there were various ways to keep them in check.

On the Power Programme, Azman said the first roadshow was well received, with about 200 participants attending it.

Similar roadshows will be held in Penang, Malacca, Johor Baru, Kota Kinabalu, Kuching and Terengganu soon.

The programme is designed to equip young individuals and new borrowers with practical knowledge and skills to help them make sound financial decisions.

The Office of Fair Trading (OFT) has warned consumers and local authorities about “lookalike” debt help websites.

They say some confused consumers may think they are dealing with charities offering free advice.

Some councils in England have mistakenly promoted a fee-charging debt management service, DebtFreeHelpline, instead of charity National Debtline.

DebtFreeHelpline said it had not been misleading about charges but was in the process of changing its trading name.

The OFT’s Ray Watson says that is one example among many it had found of lookalike websites.

Mr Watson, the OFT’s Director of Consumer Credit, says there is evidence of “people using names to suggest, for example, that they were the Citizens Advice Bureau.

“We don’t accept that behaviour and we will take action against businesses that do that.”

After a BBC investigation all but one of those contacted removed weblinks to DebtFreeHelpline.

Typing ‘National Debtline’ into a search engine in early February returned www.debtfreehelpline.co.uk as one of the first results in a list of ads.

But while National Debtline is a charity offering free advice to people in debt, DebtFreeHelpline charges a fee for setting up debt management plans.

‘Take action’

The OFT has warned about websites likely to be confused with official or charity sites.

An investigation for BBC Radio 4′s The Report found several local authorities and other public bodies had mistakenly published DebtFreeHelpline’s web address instead of that of National Debtline.

Harrogate, Southend, Westminster, Bournemouth and Mid Devon councils had all promoted the wrong website, as had Broxbourne Housing Association and Oxford Radcliffe Hospitals NHS Trust.

‘Misleading’

National Debtline’s Chief Executive, Joanna Elson said she thought some of DebtFreeHelpline’s claims were misleading.

“I certainly am concerned about the statement ‘expert and independent advice is available’ because I’m just wondering how it can be independent when actually this is a company that’s trying to sell debt solutions,” she said.

DebtFreeHelpline said it was “independent” from creditors or debt collection agencies but, while not accepting that the term was misleading, it had removed it from its website.

National Debtline say it is not the first time web users searching for their service have been confused by fee-charging companies using similar names.

“We refer them to the Office of Fair Trading every time and some of them have been closed down by the OFT,” said Joanna Elson.

“But if you talk to people at the OFT they will say they simply haven’t got the resources to keep on top of them the whole time.”

Errors corrected

Ray Watson from the Office of Fair Trading said he would investigate the DebtFreeHelpline case but admitted the internet was challenging to monitor.

“We took action in the last fortnight against another one that actually used ‘helpline’ in its title,” he said.

“There are a whole range of things out there and we don’t have endless resource so we have to target where we think we can have the most impact.”

All but one of the councils and public bodies the BBC contacted, who carried the incorrect web address, apologised for their error and removed the incorrect web address.

Mid-Devon council did not remove the web address, stating that DebtFreeHelpline “offer initial advice on debt free of charge. If somebody then wishes to go further and avail themselves of a paid-for service, that is their decision”.

DebtFreeHelpline said they had also contacted local authorities to point out the error.

In a statement they said:

“We are in the process of changing our trading name, which is a step we are taking despite the absence of any client complaints.”

Government spending cuts mean that organisations that give free debt advice, like the Citizens Advice Bureau, are coming under pressure just as demand is rising due to the economic climate.

As Simon Gompertz reported, 500 specialist debt advisers across England and Wales have stopped taking on new cases, after the government said it would axe financial support provided through the Financial Inclusion Fund.

The Eclipse Enterprise Content Repository project is being unveiled Wednesday. It features such services as versioning, authentication and document content management from the Nuxeo Enterprise Platform.

The project, if it gains its expected approval, will build on the initial contribution to deliver a modular content repository leveraging the CMIS (OASIS Content Management Interoperability Services) standard, Nuxeo said. The company said it is spinning off the project in an effort to spur innovation in the content management space.

The project will provide developers with a reference implementation for content repositories, enabling development of content applications such as document, records, digital asset and case management systems. Vertical or horizontal composite content applications could be built as well.

Adding content management has multiple impacts on Eclipse. “It expands the scope of runtime technologies at Eclipse in some new and interesting ways, and it specifically adds functionality around content management,” said Mike Milinkovich, Eclipse executive director. Developers, he said, “now have a content repository that they can use for building content apps.”

“Certainly, the intent is that this wlll create a platform that other Eclipse projects can use and other companies in the Eclipse ecosystem can use as well,” said Milinkovich.

Nuxeo’s technology is similar in some ways to the popular Drupal CMS, but Drupal is based on PHP, while Nuxeo uses Java, Milinkovich noted. After Wednesday’s formal announcement, community feedback will be sought on the project, with the project expected to be officially created in about a month.

Nuxeo will continue offering its other open source content management products such as Nuxeo DM (Document Management), DAM (Digital Asset Management) and CMF (Case Management Framework).

Question by Bruce: How does pay per click work? How can someone pay for one click?
I know that the person or company is willing to pay per click but how can some companies are willing to pay so much per click? What is their limit? I’ve seen ppc as high as $ 40 a click…..at this rate….1000 clicks a day can really set them back.

I imagine some (large) companies are willing to take that risk.
Likely it’s a “media buy” however several or many companies splitting the cost to get the spot light.
